After nine years, Russia delivered Almaz-Antey's S300 missile to Iran in April, 2016. But why the delay? Find out here. The political détente between Iran and Russia began in 1989. In that year, Russian Foreign Minister Shevardnadze met Ayatollah Khomeini after the Soviet pullout in Afghanistan. A few months later, president Rafsanjani met with Mikhail Gorbachev to discuss cooperation on the use of peaceful atomic energy. These series of meetings spawned atomic cooperation agreements to be signed in 1992. The Soviet Union's weakness and its ultimate dissolution accelerated calls within Russia to revive Russia's nuclear industry abroad. From the mid-2000s, both countries had seen relations deteriorate. In Iran, the deregulation of the Khatami administration shifted towards an autarky-minded Ahmadinejad government insisting on Iran autonomously developing a full nuclear cycle. Russia's buildup after the Soviet collapse left it desperate to maintain Iran as a purchasing market. The Russians provided Iran with light-water nuclear reactors (LWRS) in 1992, the Bushehr plant was reconstructed through a $1 billion contract in 1995 and other side agreements included the negotiated delivery of a gas-centrifuge uranium enrichment facility. With the prospects of an increasingly independent Iran ahead and rapprochement with Washington, Russia decided to punish the Iranians through various international mechanisms. The delay of the S300 therefore serves as a case study illuminating the selfish economic interests of two states on the one hand, and the indifference by Russia to enhance regional security on the other. _______________ Literature Cordesman, A. XI urged Russia ' strategic partners of genuine trust ' [mutual Newday.com] Chinese President Xi Jinping on Friday meets Russian President Vladimir Putin on the sidelines of the APEC in Da Nang, Vietnam. Xi called Russia a “strategic partner of genuine mutual trust.” Photo: AFP Chinese President Xi Jinping on Friday met Russian President Vladimir Putin on the sidelines of the APEC, calling Russia a "strategic partner of genuine mutual trust."Putin is the first foreign leader Xi met in a series of bilateral meetings at APEC in Da Nang, Vietnam. The meeting came shortly after Xi received US President Donald Trump in Beijing for a three-day state visit. At the Friday meeting, Xi said China-Russia ties are a good international model of mutual respect, equity and justice, and win-win cooperation. Xi said the two countries firmly support each other in safeguarding the core interests and further reinforcing political mutual trust. He said the two countries are strategic partners of genuine mutual trust. Xi urged both countries to further support each other and strengthen cooperation in all aspects. Xi introduced the 19th Communist Party of China (CPC) National Congress to Putin, stressing that the goal of China's diplomacy is to push for the construction of a new type of international relations featuring mutual respect, equity and justice, and win-win cooperation. Xi arrived in Vietnam on Friday after hosting Trump in Beijing for Trump's first state visit to China. Xi on Thursday said Sino-US relations are "at a new historic starting point" as the two sides signed deals worth a record breaking $253.5 billion. "Counterbalance and cooperation co-exist in China-US-Russia trilateral relations. China and Russia share a closer security bond whereas China and the US are more closely affiliated in trade and economics," said Zhu Feng, an international relations professor at Nanjing University. "To maintain a strategic advantage, China needs to make sure Sino-Russian relations would not plunge in the face of closer Sino-US ties and vice versa," Zhu said. He noted that stable China-US-Russia trilateral relations are the cornerstone of global political stability. Russia's priorityPutin congratulated Xi on the successful conclusion of the 19th CPC National Congress and Xi's re-election as general secretary of the CPC Central Committee. Putin said the important outcome of the Party Congress shows that China's domestic and foreign policies, under the leadership of Xi, has gained wide Chinese public support. Putin reiterated that relations with China would be a priority of Russia's foreign policy. Xi also exchanged views with Putin on the situation on the Korean Peninsula and other issues of common concern. No Trump-Putin meet On Friday, the White House confirmed that Trump would not meet Putin on the sidelines of APEC. Although the White House said it was due to a scheduling conflict, any Putin-Trump meeting would be fraught with political complications for Trump, as his campaign and administration face investigations over alleged ties to the Russian government during the 2016 presidential campaign, Bloomberg reported. "There are structural conflicts in US-Russia relations which cannot be changed by any one single leader," said Li Haidong, a professor at China Foreign Affairs University's Institute of International Relations. "In the face of this plunging relations, China is the only country that may be able to attenuate the tensions between the US and Russia," Li said.

Russian Deputy Defence Minister Anatoli Antonov commented on relations between Russia and the US as well as Russia and NATO, during an interview in Moscow on Monday. Antonov said that there was "a lack of trust" between NATO members and Russia. "After events in Ukraine, NATO countries, countries of the European Union, have frozen military cooperation with the Russian Federation. It was not us who initiated this process. Today an information war is set up against the Russian Federation," he said. SOT, Anatoli Antonov, Russian Deputy Defence Minister (Russian): "We are now waiting for Washington's reply, on whether it is ready to move further. Regarding the lack of trust that you mentioned - yes, it is true. After events in Ukraine, NATO countries, countries of the European Union have frozen military cooperation with the Russian Federation. It was not us who initiated this process. Today an information war is set up against the Russian Federation. After all, NATO reached the point of absurdity: today they say that Russia is 'on NATO's threshold'; as if it were us who moved closer to NATO and not NATO who got closer to us. I'm sorry that all the good that was developed in the military sphere with NATO countries including in the fight against terrorism and in Afghanistan, has been thrown out and forgotten so very easily today. Today we are told that 'we are not against dialogue with the Russian Federation, but will speak from a position of strength'. Sometimes, when I read the statements of the leadership of the Alliance, it seems that again they are trying to use the same schema of communication as an elder uses with a younger. And the following comparison comes to me: as if a careless student was summoned to the school board and was being criticised for his failures." Discord was on display at Secretary of State Rex Tillerson's Moscow meetings with Russian Foreign Minister Sergey Lavrov. The most immediate trigger for tensions was a deadly sarin gas attack in Syria, and the U.S. attack on a Syrian air base. Lavrov gave no ground on issues of Syria, Ukraine or Russian meddling in the U.S. election. Chief foreign affairs correspondent Margaret Warner reports.

The Russian Federal Antimonopoly Service (FAS) ruled in Moscow on Thursday that Google must pay a $6.75 (€6.06) million fine for violating antitrust rules. The regulator reviewed a complaint from local search engine Yandex, which had filed a lawsuit against the US firm in 2015, alleging that Google obliges smartphone producers and consumers to use its search engines. Yandex is Google's direct rival in the Russian market. Congress doesn’t trust Trump on Russia. Cenk Uygur, Brett Erlich, and Francesca Fiorentini, hosts of The Young Turks, discuss. Tell us what you think in the comment section below. Like the shirt Cenk’s wearing? Get one at shoptyt.com "Congress has handcuffed Donald Trump on Russia. On Thursday night, sanctions legislation targeting Russia soared through the Senate by a margin of 98-2 just days after it coasted through the House of Representatives 419-3. So it’s official: One of the first major pieces of bipartisan legislation to pass Congress during Trump’s presidency has been explicitly designed to sharply limit his powers. The bill takes Obama-era sanctions against Russia that are in place under executive orders — that is, directives that only the president has authority to enact and rescind — and officially enshrines them in the law. It also establishes a new congressional review process that would allow Congress to block the White House from taking steps to ease sanctions if it wanted to. And it imposes a fresh batch of sanctions on Russia, Iran, and North Korea. Trump now faces an awkward dilemma: veto the legislation and endure the humiliation of seeing Congress — controlled by his own party — override him with ease, as lawmakers in both parties have pledged to do. Or sign the legislation and endure the humiliation of agreeing to a bill that his administration lobbied against in its bid to cling to a key bargaining chip in negotiations with Russia.”* Read more here: https://www.vox.com/policy-and-politics/2017/7/28/16055630/congress-trump-russia-sanctions-veto Hosts: Cenk Uygur, Brett Erlich, Francesca Fiorentini Cast: Cenk Uygur, Brett Erlich, Francesca Fiorentini *** The Largest Online News Show in the World.
